In a message to those in attendance at the forum, Schwertz said, ""We must go into the inner city and fix the social programs that are currently in place so that the people which the programs are intended to help are actually being helped. At the same time we must create incentives for businesses not only to go into the inner city to hire workers but also to give business tax incentives to train the workers." ### |
